KENYATAAN AKHBAR OLEH R.Sivarasa

Sivarasa Rasiah Naib Presiden, Parti Keadilan Rakyat.

'Diploma holder' IGP accused of perjury

By B Nantha Kumar
KUALA LUMPUR: PKR vice-president R Sivarasa has accused Inspector-General of Police Musa Hassan of committing perjury during Anwar Ibrahim's first sodomy trial in 1998.
In a report filed with the Damansara Utama police station today, the Subang MP claimed that Musa, then a senior police officer who spearheaded the investigations, had told the court that he possessed a degree in law.
“In fact at the time of the trial, he possessed a diploma,” he told reporters.
"The false statement by Musa was material because it influenced his personal credibility in this judicature hearing," he added.
Sivarasa said Musa had committed an offence under Section 191 Penal Code and could be punished under Section 193.
He urged the police to conduct an investigation “without fear or favour because giving false evidence under oath was an offence”.
Contradictory statements
On Dec 14, 1998, Musa was asked by the late counsel Christopher Fernando if he had a law degree, to which Musa said he had.
He said the degree was obtained in 1983 from the University of Wales.
In a later case involving former federal commercial crimes department head Ramli Yusuf, Sivarasa said Musa testified that he had a diploma in law.
“This contradicts his statement during Anwar’s trial when he said he had a degree in law,” he added.
Sivarasa also noted that in Ramli's case, the presiding judge Supang Lian had ruled that Musa’s testimony was “unrealiable” and should be “disregarded”.

Kota Damansara Forest - Now a Permanent Forest Reserve

THE Selangor Forestry Department will conduct a land survey at the Kota Damansara Community Forest in Petaling Jaya.
Selangor Forestry Department senior assistant director Wan Abdul Hamid Shukri Wan Abdul Rahman said the forest area that had been gazetted was based on previous records and a proper land survey would be done in the near future.
Abdul Hamid, together with Subang MP Sivarasa Rasiah, Kota Damansara assemblyman Dr Nasir Hashim and Friends of Kota Damansara (FOKD) co-chairman Jeffrey Phang, were among those present at a press conference on Sunday at the entrance to the forest in Section 10, Kota Damansara, to announce the gazettement of the forest.
Working together: The residents have already come together to carry out various activities at the site.
Phang had mentioned in an earlier report that there was development going on in some areas of the gazetted forest.
Abdul Hamid said once the land survey was carried out, they would be able to determine if the plots of land were privately owned.
“If they have the grants for the land, then we would have to exclude those portions from the forest gazette,” he said.
Sivarasa said the forest would be used as an amenity and for research and education.
“The forest will be here for the community to enjoy and no developer would be allowed to destroy the forest,” he said.
Phang said the FOKD together with residents from Kota Damansara and its surrounding areas had fought hard for the past eight years to preserve the forest.
All smiles: The various representatives with the declaration gazetting the area
“There were plans to develop the forest in the RTPJ2 (Petaling Jaya Local Draft Plan 2) and we had formed the Green Voter to pressure the election candidates sign a pledge to keep the forest and they have kept their promise,” said Phang.
Dr Nasir commended the residents who had worked together as a group and stood firm in their efforts to save the forest.
“A lot of work has been done in the forest to make it more accessible to the public even before it was gazetted. We want the community to continue taking care of the forest,” Dr Nasir said.
Abdul Hamid added that the Forestry Department would also be conducting forest rehabilitation in the areas that needed it with the co-operation of residents.
“We will soon have meetings with the FOKD and come up with a management plan. If we can work together with the residents, it would minimise the use of state funds,” he said.
Phang said some of the facilities planned for the forest were to make it more disabled-friendly, to have a community centre for old folks and day care centre for single parents.
“It would also provide jobs for the Bukit Lanjan orang asli, some of whom are already employed by us,” Phang said.

Sivarasa: This is how we will take over Putrajaya

PKR vice-president R Sivarasa proposed today five ways by which Pakatan Rakyat can drive its march towards taking over the federal government. Given the large investment that the opposition coalition would need to finance its ambitions, the Subang Member of Parliament (MP) said he and PAS central committee member Dzulkifly Ahmad have studied the matter and are proposing, among others, that land in Selangor be used as the primary source of revenue. "We propose that land status be changed from lease hold to free hold at a reasonable premium, with Shah Alam being the pilot area," he said.Another strategy that would endear Pakatan to the people is to implement poverty alleviation mechanisms that are especially focussed on the rural Malay poor. This can include the formulation of a micro-credit scheme and the provision of financial aid to those who fall under the poverty line, said Sivarasa.More attention should also be put on abandoned projects on Malay reserve land.Provide basic services efficiently
The needs of all urban poor regardless of ethnicity, however, must be addressed by tackling issues involving informal 'squatter' settlements squatter issues and reviving at least 50 percent of all projects that have been abandoned in the state, said Sivarasa.Pakatan must also look at enhancing the quality of life of the urban poor and improve the latter's access to public amenities and as well as the state of public housing."We must remember that most of our votes did not come from (affluent areas such as) Tropicana Country and Golf Resort (where PKR is headquartered), but from Kampung Medan and the likes," he said.Similarly, he proposed that local authorities be more efficient in providing services, especially those which directly affect the people."Make sure the roads are tarred, the rubbish is collected and drains are clean. People are able to judge the difference in our administration from our efficiency in providing these basic services," he said. People watch Pakatan's moves to determine if they are any more democratic than Barisan Nasional, Sivarasa noted.State exco for informationFor that, a Freedom of Information act and a Selangor State Assembly Services Enactment (Selesa) should be tabled in the Selangor state assembly, said Sivarasa. However, even if all the above strategies are implemented, the seven percent swing of votes needed for Pakatan to take over the federal government would not be forthcoming if people did not know about them, he said."One way to strengthen our communications is to have an Information Exco, and to fully utitlise (Selangor government media outlets) Selangorkini and TV Selangor."If we successfully implement these strategies, we can be confident that BN will continue to be the opposition in Selangor for a long time," he said.

Kota Damansara Forest is now a reserve!

THE Friends of Kota Damansara (FOKD), an environmental NGO, can breathe a sigh of relief now that the Kota Damansara forest has been gazetted as a permanent forest reserve.
“We are relieved because we have been fighting for the forest to be gazetted for the past eight years,” said FOKD co-chairman Jeffrey Phang.
Phang said Selangor Mentri Besar Tan Sri Abdul Khalid Ibrahim and Tourism, Consumer and Environment Committee chairman Elizabeth Wong had been instrumental in the process to get the 321.7ha of forest re-gazetted.
Natural habitat: The swamp is a haven for anglers who go there on weekends to fish.
Originally known as the Sungai Buloh Forest Reserve, the forest was first gazetted in 1898 with an area of 6,590ha.
“This is the start of something bigger.
“We have many plans and activities lined up and we want to make the Kota Damansara Community Forest a platform for nation-building,” said Phang.
He said the FOKD was also making efforts to link up with other NGOs and to recruit more volunteers who are passionate about environmental and social issues.
In view of the gazettement, the group is also planning a two-day Mega Earth Day 2010 celebrations on April 24 and 25 with activities like fun fairs, kayaking and nature walks.
Kota Damansara assemblyman Dr Nasir Hashim said it was a big victory for Kota Damansara people now that the forest had been gazetted.
“It’s one of the last remaining forests in Petaling Jaya. Most of the other parts of the city have been heavily developed and are now congested.
“Now the people can enjoy nature, go for walks and picnic in the forest,” said Dr Nasir.
However, the FOKD is not about to rest on its laurels as Phang believes that there are currently development projects going on in areas that were included in the gazette.
He said some completed projects also fell within the boundary of the forest reserve.
The FOKD had recently hit out at the proposed development of a 120-unit housing estate near the SMK Section 10 Kota Damansara.
